GET /subscriptions, and the echo a PUT answers with. Always every
deployed list for the site, not only the rows that exist — see
NewsletterSubscriptionStatus. On a PUT this is the full resulting
set, and that is the only thing that makes full replacement’s accepted cost
discoverable: a client that renders four lists and PUTs four ids has just
unsubscribed the fifth, and the echo is where it finds out.
